The Coordinating Minister for Political, Legal and Security Affairs Mahfud MD said that so far there had been several technical problems to advance Papua, such as the distance of the province, the difficulty of transportation, and limited information. In addition, development there is also not sustainable with each other.

"Each ministry has a different program so that it is of no use. Someone built a terminal here, but made a sports hall in another place, then the performance building on the other side again, "he said during the 2019 Papua Development Conference in Jakarta, Tuesday (12/17/2019).

According to Mahfud, development needs to be holistic and comprehensive for development through the Papua Desk at the Ministry of National Development Planning / Head of the National Development Planning Agency and the Coordinating Ministry for Politics and Security. He hoped that each relevant ministry and institution could submit its program for five years to be accommodated at the Papua Desk.

"We hope it can all be united even though later the budget can be absorbed in each department," he said.

Mahfud explained, it is necessary to form a new legal umbrella to accelerate Papua because the validity of Presidential Instruction No. 9 of 2017 will end this year. This Presidential Instruction strongly emphasizes cultural approaches based on existing customary territories and positions indigenous Papuans (OAP) as subjects of development.

"In addition, there are also large amounts of special autonomy funds that are poured out as a form of affirmation. The affirmation from the perspective of the constitution means that it is an unfair act to establish justice. So, it was unfair to achieve justice first, "he said.

Therefore, Mahfud reminded that there is no alternative for Papua to self-determination with a referendum in the name of international law. He stressed, Papua was a legitimate part of the Republic of Indonesia so that any attempt to separate it must be seen as resistance to legitimate government.

"Based on the International Covenant on Civil and Political Rights (ICCPR), every country that has sovereignty over one region may take all steps to maintain its sovereignty over that region and region with all its resources," he said.

Mahfud explained, during his reign, President Joko Widodo had recorded 13 times visited Papua. From the results of the visit, the government is committed to building Papua by using hearts.
