PAPUA & WEST PAPUA SEA TOLLS PROVEN TO REDUCE PRICE DISPARITY IN PAPUA
The government, in this case the Ministry of Transportation, cq the Directorate General of Sea Transportation, is committed to continuing to optimize the Sea Highway program, especially in Papua. This is to reduce the price disparity that has existed for a long time in the easternmost region of Indonesia.
As one of the optimization steps, a Coordination Meeting (Rakor) for Monitoring and Evaluation of the Implementation of Presidential Instruction Number 9 of 2020 concerning the Acceleration of Welfare Development in Papua and West Papua Provinces was held with a Socio-Cultural Approach by the Presidential Staff Office which took place in Jayapura City.
This coordination meeting presented several Ministries and Institutions involving the Provincial, City/Regency Governments including the Ministry of Transportation, through one of the UPTs from the Directorate General of Sea Transportation, in this case the Technical Implementation Unit of the Harbormaster Office and the Jayapura Class II Port Authority as well as involving business actors such as the Farmers Alliance. , JPT, Consignee, Shipper and also ALFI/ILFA Papua Province.
One of the main topics discussed as a background for changes in development approaches that prioritize Papuan culture and context, which is expected to have implications for the effectiveness of development programs that involve all stakeholders, both the Central Government, Regional Governments, Private Sector, CSOs and the community, especially Papuan people ( OAP).
The Jayapura Regent, Matias Awaitouw, in the coordination meeting appreciated the performance of the Ministry of Transportation which has presented the Sea Toll Road in his area.
"This is a manifestation of the seriousness of the Ministry of Transportation, one of which is coordination and assistance as well as periodic evaluations with related technical SKPDs and OPDs at the Provincial and Regency/City levels even up to the operational level at the community level, including the Indigenous, Religious and MSME components. as well as local entrepreneurs and even the component of women's involvement," he said, Saturday (10/4).
He revealed that the presence of the Sea Toll Road in Papua is one of the hard work of the Jayapura Class II KSOP as regional coordinator at several ports in the administrative area of Papua Province as well as coordination with the Provincial Government through the related SKPD/OPD Technical Units, namely the Industry and Trade and Transportation Service and the Transportation Office. and mentoring and evaluation of the Sea Toll service running in the Papua Province region which is comprehensive to the Papuan people based on local wisdom.
Jayapura Port which is located in the center of Jayapura City is the center of the largest and busiest port point and is even very busy to serve almost all regencies/cities in Papua Province and areas that directly border such as Keerom Regency, Sarmi Regency, Memberamo Regency and other Regencies even up to neighboring PNG/Papua New Guinea.
"Apart from being a supporter for logistics distribution channels in Papua, the Port of Jayapura has a very wide Hinterland area that includes several other district administration areas such as one of the Jayapura KSOP wilkers, namely the Port of Depapre by having a containerization modernization management development program in Papua Province based on local wisdom that is based on local wisdom. the demand for containers continues to increase every quarter per year," he said.
Expert Staff to the Minister of Transportation for Logistics, Multimodal and Transportation Safety, Chris Kuntadi in his explanation, said that the Sea Highway in Papua is in line with the implementation of Public Obligation Services for Pioneer Ships as part of the supporting elements of the Sea Toll and also the construction of people's ports and pioneer ports, then the existence of Land and Land Subsidies. Air Bridge in Papua-West Papua Province, which connects isolated mountainous areas so that. With the existence of this multimodal, prices are not only cheap in one place, but also cheap to the people of the mountains and coasts that are difficult to reach.
"We hope that after implementing this program there will be support from the local government, how excess superior commodity goods from these areas, such as in the Bintang Mountains Regency and others, can be brought to other areas such as in the west, so that transfers occur and there is a reduction in cargo balance. which is from west to east and from east to west, so the price disparity is also low,” he said.
The Main Expert of Deputy V of the Presidential Staff Office, Theofransus Litaay, said that the presence of multimodal transportation would certainly be a new hope for people in mountainous areas to be able to get cheaper prices for basic necessities. Considering that the multimodal transportation of sea, land and air bridges is a subsidy from the Government through the Ministry of Transportation for the 3TP (underdeveloped, outermost, frontier and border areas).
"The presence of multimodal connectivity is President Jokowi's breakthrough to realize development justice through indicators of prices for national goods in the central highlands of Papua, regardless of distance and access problems according to regional characteristics," he concluded.
