The 2021 Special Autonomy Bill for Papua Becomes an Urgent Need




The chairman of the Special Committee (Pansus) for the Papua Special Autonomy (Otsus) Bill at the Indonesian House of Representatives, Komarudin Watubun, assessed that the acceleration of development in Papua is urgently needed to improve the quality of life of the people.

Therefore, a thorough discussion of the implementation of special autonomy has become an urgent need.

Komarudin expressed his views when speaking at a webinar entitled 'Uniting Hearts, Building Papua' organized by the Police Public Relations Division at the Ambhara Hotel, Jakarta.

"The 2021 Papua Special Autonomy Bill is an urgent need to protect and uphold the dignity of indigenous Papuans, accelerate welfare development, improve the quality of public services, and sustain and sustain development," said Komarudin.

This member of the DPR from the PDI-P faction then described the six proposals submitted by his faction in the evaluation of Otsus Papua.

Namely, the Special Autonomy funds were increased, the Special Autonomy funds were focused on education, health and the economy.

Then, regional expansion for equity, the establishment of a Papuan special autonomy body, the formation of local political parties and the partial election of regional heads (governors/regents/mayors) by the Papuan DPR.

"Stop looking for a scapegoat for not ideally Otsus for 20 years, return to conscience not to be corrupt, not to be manipulative, to sacrifice for the future of our children and grandchildren, for the sake of a peaceful and prosperous Papua future," he said.

Meanwhile, the Head of the Public Relations Division of the Indonesian National Police Inspector General Pol Prabowo Argo Yuwono in his remarks emphasized the direction of the National Police Chief Gen. Pol Listyo Sigit Prabowo.

The National Police Chief emphasized that all elements of the Indonesian nation really love Papua.

Therefore, he reminded the ranks of the Nemangkawi Operations Task Force to always be solid and synergize to protect the region which is at the eastern end of Indonesia.

"Convince the community that the soft approach will continue to be carried out, even though legal actions are taken in a measured and firm manner," said Argo quoting the direction of the National Police Chief to the Nemangkawi Operations Task Force

The National Police Chief also considers it important to unite hearts with firmness on the threat of security and social security, to get out of the current problems in Papua.

"Let's unite our hearts, to build the Papua we love," said Argo, ending his speech.

Meanwhile, the Expert Staff of the Minister of National Development Planning/Head of Bappenas Chairil Abdini reminded that there was already a Presidential Instruction (Inpres) Number 9/2020 concerning the Acceleration of Welfare Development in Papua Province and West Papua Province.

"This Presidential Instruction emphasizes the Action Plan for Welfare Development in Papua Province and West Papua Province in the spirit of special autonomy transformation based on an affirmative, holistic, gender-equality, and Papuan contextual approach," he said.

Meanwhile, the sociologist at the University of Indonesia, Prof. Paulus Wirutomo, reminded that developing Papua has become an international issue.

"Therefore, development for the majority people must begin immediately so that the government is not trapped by the political demands of the middle elite class (regarding human rights violations, dialogue and referendum)," concluded Paulus.
