DPR Special Committee Agrees on 21 DIM Proposals in Revision of the Papua Special Autonomy Law




The DPR's Special Committee (Pansus) agreed on 21 proposals for the Problem Inventory List (DIM) related to the revision of the Law (UU) on Papua's Special Autonomy (Otsus). Previously, all factions proposed 146 DIM for discussion.

This agreement was decided in a working meeting with the Deputy Minister of Law and Human Rights Edward Omar Sharif Hiariej and the Director General of Regional Autonomy of the Ministry of Home Affairs Akmal Malik, at the Parliament Complex, Senayan, Jakarta, Thursday (1/7/2021).

"The 21 DIMs are permanent and we agree that we will collectively ratify all of these articles, and we can't discuss this again after we move forward. Do you agree?" said Chairman of the Special Committee, Komarudin Watubun, in a virtual monitored meeting, Thursday.

"I ratified 21 DIM with fixed substance," he said.

In addition to approving the 21 DIMs, the Special Committee also agreed that DIM 1 through 5 were reformulated by the Formulating Team.

After being formulated, the DIM will be discussed in a follow-up working meeting which is planned to be held on Monday (5/7/2021).

"In a more in-depth discussion, later the discussion of the Papua Special Autonomy Bill will be carried out on a cluster basis without ignoring the order of DIM numbers. So, it is hoped that the discussion will be carried out thoroughly," he said.

The PDI-P politician emphasized that at the next meeting, the Special Committee would continue to encourage the government not only to revise Article 34 of the Papua Special Autonomy Law on Special Autonomy Funds and Article 76 on Regional Expansion.

However, the government also needs to revise another article which is the aspiration of the indigenous Papuan people.

Komarudin hopes that the discussion of the Papua Special Autonomy Bill can run more smoothly in the future, even being completed in one session.

In order to achieve this, he emphasized that the Special Committee of the DPR and the Government should use the spirit of kinship in discussing the bill, which is almost 20 years old.

"The sooner the better, depending on our agreement. The highest law in Pancasila democracy is kinship. So if it is the spirit, the spirit of kinship to resolve the Papua issue, I think, the discussion will be faster," said Komarudin.

Quoted from Kompas.id, initially the government only wanted to revise three articles, namely Article 1 regarding the redefinition of the Papua Province, Article 34 regarding the special autonomy fund, and Article 76 regarding the expansion.

However, the government opens the opportunity to discuss other articles other than those three articles.

Edward said that there were a number of DIM proposals that could be approved or otherwise rejected, because they were not in accordance with the government's proposal so they were difficult to accommodate.

DIM related to the substance of Article 76, for example, of 14 DIM, 3 DIM approved and 11 DIM rejected.

Meanwhile, of the 44 DIMs outside the government's proposal, 10 DIMs are considered to be aligned and the rest need further study.

"The discussion starts from the three articles proposed by the government, but it is possible to carry out discussions that are outside the government's proposal," he said.
