Formation of a New Autonomous Region to Accelerate Development in Papua
The government has evaluated the implementation of Special Autonomy with the issuance of Law (UU) Number 2 of 2021 concerning the Second Amendment to Law Number 21 of 2001 concerning Special Autonomy for the Province of Papua.
This amendment to the Special Autonomy Law makes education, health, governance and human resource development and infrastructure better.
"With this change in Special Autonomy, it will have a good impact on education, health, governance and the development of human resources and infrastructure in Papua. So that Papua can compete with other regions in Indonesia," said Papuan Youth leader Charles Kossay at the discussion on the Strategy for Accelerating Development in Indonesia. Papua, which was held by the Directorate General of Politics and Public Administration, Ministry of Home Affairs.
He said, Otsus mandated the policy of the expansion of New Autonomous Regions (DOB) to address the span of control between the government and the community. Considering that Papua has a very wide area and complex problems.
In the discussion, the DPP KNPI from Papua, Arman Aso, said that the formation of new autonomous regions was a challenge for youth.
According to him, the government's desire to seriously support development in Papua must be balanced with the role of youth so that the policies implemented can run optimally.
On the occasion, Cendrawasih University academic Marinus Yaung said that the acceleration of development in Papua needs to pay attention to aspects of capital and the quality of human resources (HR).
"Capital is defined as policies and regulations that have been given to Papua. This has been given by the central government in terms of Special Autonomy. So the second point is related to the readiness of human resources to become the main subject in supporting accelerated development in Papua," he said.
Marinus added, to accelerate development in Papua, the state has issued an article related to the division of Papua to answer the problem of social equity. Because economic growth without social equity can be the root of problems and conflicts.
Marinus said that DOB is one of the steps in supporting the acceleration of development in Papua.
"The government's goal is to form new autonomous regions for social equity, accelerate development, improve public services, and improve the dignity of Papuans. So that the rich are not only urban and remote people," he said.
