Mahfud Suggests ASN in the New Autonomous Region of Papua to be Filled with 80% Papuan People



Commission II of the DPR held a meeting with MenPAN-RB Ad Interim Mahfud Md regarding the mapping of the state civil apparatus (ASN) in the new autonomous regions (DOB) of Papua. Mahfud explained the process of filling out ASN in the three new regions of Papua, namely South Papua, Central Papua, and Central Highlands Papua.

"The ASN HR of the expansion of the Papua Province, which consists of South Papua Province, Central Papua Province, and Central Highlands Papua Province, must consider geospatial aspects, organizational design, filling in the DPRD, and funding or budget," said Mahfud in a working meeting with Commission II DPR, at the DPR/MPR building, Senayan, Jakarta, Monday (28/6/2022).
 
Mahfud said that human resources in the Papua New Guinea area would be prioritized for native Papuans, i.e. 80 percent. While the other 20 percent is filled with non-native Papuans.
 
"In addition, the fulfillment of the Papua New Guinea is carried out through the mapping of positions carried out by each regional government in accordance with the quota for indigenous Papuans spread across ministries or institutions and the regional government. Then the transfer of ASN from the parent region to the expansion area and the fulfillment of the allocation of new formations if needed ," he said.

"Thus, we are of the view that the need for ASN in the Papua New Guinea Province can later be met from honorary staff and CPNS formation 2021 from the parent province. There are 434 Papua Masters scholarship recipients and 487 IPDN graduates for the 2017-2021 period. This is carried out by counting The new autonomous regions of Papua Province are 46 thousand ASN and take into account local Papuan wisdom with a composition of 80 percent OAP and 20 percent non OAP," continued Mahfud.

Mahfud said that three points were made for the selection of human resources in the Papua New Guinea region. Here are the points:

1. Inauguration in office for those who have occupied positions equivalent to positions that are still in the same clump of office, especially those from the parent province

2. Test of suitability within the position (job fit), for employees who have occupied the same position with a different position clump

3. Open and competitive selection based on statutory regulations, if there is no suitability of civil servants with the required positions, both from within the Papua Province and outside the Papua Province
