BPN: West Papua Regional Government Inventory of Conservation Areas
The Regional Office of the National Land Agency (BPN) of West Papua Province has asked the regional government in that area to make an inventory of areas in conservation areas that have already been opened for development purposes so that they are removed from the conservation area map.
West Papua BPN head Freddy Kolintama in Isei, Teluk Wondama, Saturday, said his staff was facing problematic conditions in controlling land certificates in West Papua because 90 percent of the area in the area was included in protected forest areas, nature reserves and national parks.
“In Tambrauw Regency, only 3 percent are in APL (other use areas), while 97 percent are in conservation areas. Thus, there are villages that are all included in the location of conservation areas," said Freddy during a coordination meeting of the Land Procurement Task Force for the construction of a new airport in Teluk Wondama Regency.
According to Freddy, the local government should be able to make an inventory and identify which areas should be released from conservation areas.
"Later there will be a blue decree, a decree for release from conservation areas," he explained.
The proposal for releasing areas from conservation areas, he said, could be carried out by the Regional Government in West Papua together with the Forest Area Consolidation Center (BPKH) through the Agrarian Reform Object Land (TORA) route.
In this regard, BPN West Papua has coordinated with BPKH to re-make the boundaries of conservation areas in the West Papua region.
"Indeed, there are many problems because the boundaries of the area are still unclear. We are working with BPKH to carry out the arrangement," he said.
The Head of the Wondama Bay Regional Revenue Management Agency Amirudin said the local district government had submitted an application to the BPKH for a review of the boundaries of the Wondiboi Mountains Nature Reserve area.
Amirudin explained that the boundaries listed in the map of the Wondiboi Mountains Nature Reserve did not match the existing physical benchmarks as contained in the attachment to the Decree of the Minister of Forestry.
"Even according to the Decree of the Minister of Forestry Number 783 of 2014 the Wondama Bay Regency Government Office Complex is included in the Wondiboi Mountains Nature Reserve area. Based on the physical boundaries, it is outside. So, there is a misunderstanding in the attachment of the map with the attached stakes," said Amirudin .
