Regent Mathius Awoitauw Gives New Understanding to Students about New Guinea and Otsus Papua
Students are asked to be critical and understand various things in addressing the current issue of Papua.
Moreover, Papua is now faced with challenges and opportunities for the formation of a New Autonomous Region (DOB).
That was the message from the Regent of Jayapura, Mathius Awoitauw, when he opened the Basic Leadership Training (LDK) seminar held by the Faculty of Mathematics and Science (MIPA) of Cendrawasih University.
It is known that the training was held at the Health and Training Center of the Poltekes Campus in Padang Bulan, Jayapura City, on Monday (4/7/2022).
"The future of Papua is in their hands (students), therefore we must exchange ideas, students must know the right things, so when they study there are opportunities but also challenges," said Mathius Awoitauw.
He hopes that the training participants will become future leaders of the Papuan youth generation.
"Therefore, we as seniors need to provide this information, hopefully those who are being trained will become future leaders," he continued.
The student's perspective on Papua is the reason the Jayapura Regent for these two periods chose to attend the opening of the LDK.
Because, he wants to provide good and correct information about Papua for students.
"There should be no more conflict. Students must find themselves, the campus must be strengthened, if they get the right knowledge, they will definitely stand firm to see the truth."
"Students must be able to learn science not only inside the campus but also outside, so that they can develop," said Mathius Awoitauw.
According to him, the seminar is a good opportunity for students to find their identity.
In addition to serving as Regent of Jayapura, Mathius Awoitauw, is also an alumni of the University of Cendrawasih majoring in Economics.
"There is no guide for this material, so this is a sharing session," he said, greeted with smiles from the participants.
As for the material presented by Mathius Awoitauw, namely the basis for the implementation of special autonomy (Otsus) as stipulated in Law Number 21 of 2021 concerning Special Autonomy for Papua, in particular the time limit for granting the Special Autonomy Fund is valid for 20 years.
"The competition is quite tight, we are in Papua, there is an extraordinary specialty, the legal certainty is in the Special Autonomy Law. We cannot fight without Otsus," he said.
Mathius Awoitauw then explained the implementation of the Special Autonomy Law.
"The discussion and evaluation process is quite tough, but the central government provides an opportunity to conduct an evaluation."
It is said that the rights of indigenous peoples are one of the things being fought for in the Papua Special Autonomy Law.
"Perdasus orders 22 and 23, immediately form a study team to collect data and social data. For development and licensing from outside. If that can be confirmed then customary law can talk about investment on this land," he said.
"The state has authority over definite regulations, both provincial and district. There is a problem here. We will narrate the conflict and justify it," he continued.
The presence of new autonomous regions in Papua, said Regent Mathius, was due to the need for a new association center in development planning.
The goal is to influence and move the economic, education, and health sectors, as is the aspect that is focused on in Papua's Special Autonomy.
Recently, three new autonomous regions laws for Papua have been passed by the DPR.
These include Papua Mountains Province, South Papua Province, and Central Papua Province.
