CIDE Appreciates TNI Commander and Kasad Handling Mimika Case



Head of the Center for Intermestic and Diplomatic Engagement (CIDE) Anton Aliabbas appreciated the TNI Commander General Andika Perkasa and the Army Chief of Staff (kasad) General TNI Dudung Abdurachman in the case of mutilating civilians in Mimika, Papua.

"The quick steps taken in handling this case by the TNI Commander General Andika Perkasa and the Army Chief of Staff General TNI Dudung Abdurrahman certainly deserve appreciation," Anton said in a written statement received in Jakarta, Friday.
 
The TNI AD has named six of its soldiers as suspects in the alleged mutilation of four civilians in Mimika, which is suspected to be related to the motive for selling firearms to civilians. Even so, Anton assessed that the handling of the mutilation case was not casuistic enough or applied to certain cases.
 
Based on a research report by the Alliance for Democracy for Papua that was released in July 2022, he said, it was clear that there was involvement of the security forces in the traces of buying and selling illegal firearms and ammunition in Papua.

Thus, according to him, if you refer to the report, it will be seen that the case of buying and selling illegal firearms and ammunition is a recurring phenomenon.

"This means that the approach taken is still not effective to prevent the incident from happening again and there is no deterrent effect resulting from the steps that have been taken," he explained.

Therefore, he assessed that such mutilation cases should be a momentum for the Indonesian Army to conduct a thorough evaluation and strengthen supervision of military personnel and weapons, including considering the idea of implementing command responsibility.

He assessed that the findings in the investigation by implementing command responsibility would help the TNI leadership improve the mechanism for supervising soldiers and the use of the main weapons system (alutsista) in Papua.

“Even though this case is personal in nature, the murder case based on the mode of selling weapons to civilians in conflict areas cannot be taken lightly; moreover, this crime involves organic combat unit personnel," said Anton.

Serious, real, and sincere efforts from the TNI leadership in following up on the mutilation case will contribute to mitigating the excesses or excessive impacts of the incident in Papua.
