Jayapura Young Leaders: Management of the Special Autonomy Fund Involve Stakeholders Who Are Not Contaminated by Corruption



The chairman of the Jayapura Youth Movement (Gapura) Jack Judzoon Puraro, M.Si requested that in the management of Volume Two of the Special Autonomy (Otsus) fund, the Government needs to involve stakeholders who have not been contaminated with a culture of corruption.

Jack Puraro recalled that during Volume One of the Special Autonomy, the management of the Special Autonomy funds had not yielded the expected results.
 
He mentions a number of conditions that make him concerned, such as the large number of young people who have not received education, high rates of unemployment and poverty, and many others.
 
According to Jack, the contributing factors include the corrupt behavior practiced by development budget managers.

"So much of the budget has flowed into the land of Papua, but the people have not experienced a change.

This paradigm, this view, has made many young people think that it is true that there is massive corruption in Papua. So it's not only the Governor, but there are bureaucratic officials, bureaucrats in this government, all of whom are involved in this corruption, this is clear evidence that society is not being developed," said Jack Puraro in his statement, Tuesday (22/10/2022).

Jack appreciated the steps taken by the Corruption Eradication Commission (KPK), which is working hard to rid the land of Papua from corruption.
 
"I hope that in the future, with the presence of the Corruption Eradication Commission in Papua, Papua will truly be free from corruption cases. So our hope as the younger generation in the future is that the Corruption Eradication Commission can be even more intense and continue to come to Papua, so that the perpetrators or elements who commit acts of corruption and other things can have a deterrent effect," Jack hoped.
 
Learning from the experience of managing the Volume One Special Autonomy funds, Jack suggested that in managing the Volume Two Special Autonomy funds, the government needs to involve stakeholders who have not been contaminated by corrupt practices, so that the Special Autonomy funds can really be of optimal use to elevate the people of Papua, both economically and , health, and education for the younger generation.

"For volume two of this special autonomy, I hope the government can really involve stakeholders or, especially for Papua, we have human resources that have not been contaminated with jobs such as corruption," asked Jack.

Even more extreme, Jack asked stakeholders who had managed Volume One Special Autonomy funds not to be involved anymore because of fears that corrupt practices would recur.

"For those who have already managed the first phase of the special autonomy budget, I don't think they need to be involved anymore. Because he was already smart (corruption) in volume one, in volume two he is even easier, even smarter, that is," said Jack Puraro.

Jack also questioned that many bureaucrats who manage the Special Autonomy funds have more wealth than bureaucrats who are not related to the management of the Special Autonomy funds.

"These are corrupt behaviors among bureaucrats, we can see the difference between bureaucrats who manage the Special Autonomy budget and those who do not manage the Special Autonomy budget. The rank and echelon are the same, but those who manage this special autonomy have abundant wealth compared to those who do not manage special autonomy," said Jack.

The Tabi Tanah Youth activist suggested that the government needs to form a special institution, a kind of authority body that is independent from the government structure in the regions.

"The Special Autonomy Volume Two budget is managed by a separate institution, apart from the government bureaucracy. An institution that may be entrusted, so that it is monitored both from the center and even later our human resources (HR) from the new Papua, may be involved in it for us to manage," said Jack.

The Papuan human resources that Jack means can come from various components that have strong grassroots, such as traditional leaders, religious leaders, as well as components of the younger generation who are considered to have high ideals and integrity.

The technical details can later be submitted to a selection committee (Pansel) which was specifically formed for this purpose, and is fully under the supervision of the Central Government, the Indonesian Parliament, and of course the KPK.
