Deputy Assistant for Monitoring and Evaluation of BPJS Deputy for Health in the Papua-West Papua Region, Ario Pambudi Trisnowibowo said that the number of JKN-KIS participants in Papua and West Papua up to November 1 2019 was 5,112,762 people, with details of the number of Wage Recipient Workers segment participants. (PPU) as many as 727,925 people, PBPU segment as many as 191,588 people and the Non-Worker segment as many as 46,475 people.

Whereas for participants guaranteed by the Central Government (PBI APBN) there were 3,614,503 inhabitants and Regional Governments (PBI APBD) totaling 532,271 people. While for the First Level Health Facility (FKTP) as many as 747 and Advanced Level Referral Health Facilities (FKRTL) as many as 43 who have collaborated with BPJS Deputy Health Region Papua and West Papua.

"This means the government's commitment to the JKN-KIS program to provide benefits to many people and be accessible to all levels of society, where the adjustment of fees is also followed by improving the quality of service in FKTP or FKRTL or hospitals," he explained.

This shows that the government pays attention to the condition of its people, because the state is present in addition to paying the contributions of the Recipient Assistance (PBI) segment, also adding to the PBPU segment subsidy. Based on the review of the Indonesian Actuaries Association (PAI), JKN-KIS participant fees for the PBPU segment or class 1 independent participants should have been Rp274,204, per person per month and then class 2 Rp190,639, and class 3 Rp131,195, -, where the results of the calculation of the contribution rates of this segment are very high so it is estimated that people's purchasing power is not affordable.

Through Presidential Regulation Number 75 Year 2019, the government set a class 1 independent participant fee of Rp160 thousand or 58% of the original. Then class 2 is Rp110 thousand or 58% of what it should be and class 3 is Rp42 thousand or 32 percent of the supposed contribution, "he explained.

This can be seen from the calculation in 2019, the total cost paid by the government for the PBI segment is IDR 48.71 trillion, for 2020 the government will pay the PBI APBN segment IDR 48.74 trillion outside the Regional PBI, then the government PBPU subsidizes approximately IDR 89 thousand per person for class 3, Rp80 thousand for class 2 and Rp114 thousand for class 1.

"This means, of the 222 million JKN-KIS participants, more than half are funded by the government, to be exact 96.8 million people are poor and unable and their health contributions are borne by the state through the state budget, and there are 37.3 million residents covered by the regional budget," he concluded .
