As a representation of the Papuan indigenous people, the Customary Community Organization (LMA) is well aware that the presence of Otsus is able to answer the needs and complaints of the community. On that basis, the LMA throughout Sorong Raya, issued a joint declaration and commitment to support Special Autonomy (Otsus) to continue, in order to realize development in the land of Papua and West Papua.

The declaration was held at the LMA Secretariat Office Hall, Sorong Regency, recently. Attended by Secretary of the West Papua LMA Frangky Umpain, Chairperson of the Sorong Regency LMA Korneles Usili, Chairman of the Raja Ampat LMA Drimiol Adelof, Secretary of the Sorong City LMA Fatra Soltief, Chair of the LMA Maybrat Alfons Kambu, Secretary of the LMA South Sorong Agustina Dedaida.

The chairman of the West Papua LMA, through his secretary Frangky Umpain, stated in his speech that the existence of Otsus cannot be denied its benefits. For 20 years, Otsus has been able to have a significant impact, both in terms of development and progress in Papua and West Papua.

"The implementation of Otsus is still a problem for indigenous peoples. As a generation of Papuans, of course we shouldn't lie to ourselves, ”he said.

Franky continued, currently there are around 350 Papuan children spread across the central ministry. This is clear evidence that Otsus is able to empower Papuans. He stated that his party is from West Papua, declaring himself to reactivate the influence of adat that exists in the regions. In a structured manner, this institution (LMA) is registered with a ministerial institution as an institution that bridges society and the government.

"What becomes our reference together with the continuation of Otsus is who determines the future of Papua. Who else if not us. We are Papuans who have to think, where do we want Papua to go? There are 3 inherent inherent aspects that the Papuan people must fight for, namely, we do not want the lives of Papuans to be lost, we must save the property of the Papuan people and the dignity of the Papuan people, "said Umpain.

The continuation of Otsus, he said, was a matter of life and death for the Papuan people. How the Papuan people must save their life, property and dignity. According to him, this is a good momentum for a good year, so that we can move forward in carrying out development for Papua and West Papua.

He added that all the aspirations of each LMA will be fought for in the West Papua DPR and forwarded to the central government.

On this occasion, all the Chairmen of the LMA and the Secretary of the LMA who were present expressed their statements of attitudes and views regarding Special Autonomy Volume II.

In his aspirations, Head of LMA Sorong Regency Korneles Usili said, as a community, especially the Moi people of Sorong Regency, his party conveyed several important things in addressing special autonomy in Papua.

"We ask that Otsus, which has been running in Papua, must be evaluated first. Then the central government, must immediately carry out a dialogue with the indigenous Papuan people to find the best solution to solve the problems in Papua, "pleaded Usili.

Secretary of the LMA City of Sorong, Fatra Soltief, stated that his party strongly supports the sustainability of Otsus on Papua Land, with conditions that are adjusted to the views and needs of the reel in Sorong City. Maximizing the distribution of the Special Autonomy Fund which is accurate and right on target to the state's children, by involving the customary components in carrying out the supervisory and control functions, one of which is by holding the quota of the DPR Otsus in the DPRD of Sorong City.

The South Sorong LMA statement read by the Secretary of the South Sulawesi LMA, Agustina Dedaida, supports the policy of sustainable development through Otsus, for the sake of realizing prosperity in Papua, because Otsus has proven to be of benefit to indigenous Papuans.

"We also firmly reject all parties who are trying to take advantage of the situation, on behalf of the indigenous Papuan people, to reject the continuation of Otsus in West Papua," said Dedaida.

Furthermore, he appealed to all Papuan people everywhere not to be influenced by incitements from irresponsible parties who try to influence the community to reject the continuation of Otsus in West Papua Province.

"As for the recommendations or notes that we want to convey, namely the addition of special revenues in the context of implementing Otsus, the amount of which is 2 percent to 5 percent of the National General Allocation Fund Ceiling. Then the political rights for the Bomberai and Domberai indigenous peoples must be prioritized in the Pilkada and Pileg, both at the regency, city, provincial and DPR RI and DPD RI levels, "said Dedaida.

Meanwhile, the Raja Ampat LMA considers that the Papua Special Autonomy Law Number 21 of 2001 which will end in 2021 has actually not failed, but does not seem to be on target. For this reason, the Raja Ampat LMA continues to fully support the Papua and West Papua Special Autonomy laws to continue.

As for the views and input, the chairman of the Raja Ampat LMA to the government is to improve the implementation and accountability of the use of the Papua and West Papua Special Autonomy funds. What needs to be done is improving the planning system, budgeting evaluation, monitoring and evaluation implementation as well as reporting and accountability first. For this reason, the government will immediately make government regulations related to the accountability procedures for Otsus funds.

The Papua Otsus Fund must be managed in a transparent manner, so that the accountability report for the Otsus fund can be presented separately from the provincial APBD report, thereby facilitating monitoring and evaluation of the use of the Papua and West Papua Special Autonomy funds.

"The Papua and West Papua Special Autonomy Funds are effective in improving the standard of living of the people and the welfare of indigenous Papuans. We are sure that through the Otsus direct cash transfer program, it will become a program that touches all indigenous Papuans, "said the Head of LMA Raja Ampat Drimiol Adelof.

He does not deny that there are still many indigenous Papuans who think that the Special Autonomy Fund is not right on target and has not been able to improve the standard of living and welfare of indigenous Papuans. For this reason, his party suggested that the central government make a special government regulation, so that the provincial government, in this case the people of Papua and West Papua, could manage the implementation of this special autonomy properly.

Support for the sustainability of Otsus also came from LMA Maybrat, who stated that it would continue to support Otsus but on the condition that the central government was ready to open itself and open space and time for dialogue on resolving cases of human rights violations in Papua.

"We still support special autonomy to continue, but on the condition that the central government can issue regulations or government regulations that apply specifically to protecting the lives of Papuans, the dignity of Papuans and the assets of Papuans.
