DPD Gercin Papua Province Supports Otsus
CHAIRMAN of the Regional Leadership Council of the People Loving Indonesia Movement (DPD Gercin Indonesia) Papua Province Budi Gatot Andre Irreuw said that he supports the policies of the Central Government. Especially to continue the implementation of Special Autonomy Volume 2, for the sake of sustainable development in the Land of Papua.
"We support the steps of the Central Government to carry out Otsus Volume II in Papua and West Papua Provinces for the progress and continuity of the acceleration of development in the land of paradise," said Irreuw, a Papuan Youth Leader, during a press conference at a hotel in Jayapura City.
This young Papuan activist also explained that the DPD Gercin Indonesia Papua and West Papua Provinces will take preventive steps, namely by monitoring and overseeing the implementation of Special Autonomy Volume 2 so that it is free from the practice of KKN for the survival and welfare of the next generation in the Land of Papua.
Irreuw added that, the DPD Gercin Indonesia Papua Province and West Papua Province remain loyal to the Unitary State of the Republic of Indonesia.
"This is a tangible form of loving the homeland of the nation and state and always preserving customs and indigenous Papuan culture as an inseparable part of the Indonesian nation's culture," added Irreuw.
Irreuw hoped that the cadres of Gercin Indonesia throughout the Provinces of Papua and West Papua would always maintain the unity and integrity of the Nation and not be affected by provocative calls.
"The book must fight provocation from irresponsible parties, which can break the defense of the unity and integrity of the Republic of Indonesia," hoped Irreuw.
Previously it was reported that the Minister of Finance Sri Mulyani Indrawati had an issue with the absorption of the Papua special autonomy (Otsus) budget. Before long, the BPK discovered fraud totaling more than Rp1.8 trillion in Papua's Special Autonomy funds.
Brigadier General Achmad Kartiko, Head of the Bureau of Analysts at the National Police's Security Intelligence Agency, said the government had disbursed a special autonomy budget of Rp. 33 trillion for West Papua and Rp. 93 trillion for Papua. However, the Regional Governments of West Papua and Papua Provinces misused the budget.
According to Kartiko, the BPK found that there was a waste of the Papua Special Autonomy budget. Then, there is budget fraud.
"It was found that there was misappropriation of funds amounting to more than Rp1, 8 trillion," said Kartiko, Wednesday (17/2/2021).
Kartiko said that his party and the BPK had found an alleged mark-up on the budget for the procurement of solar power generation facilities and labor facilities. There are also fictitious payments in the PLTA construction project worth IDR9.67 billion.
Previously, Minister of Finance Sri Mulyani also highlighted the transparency and absorption of the Papua Special Autonomy budget. Regarding transparency, Sri said that the Papuan community had not been able to experience and see for themselves the benefits of the special autonomy fund.
"All of these funds should be felt by the Papuan people and they must be able to see how much money they receive and what they are used for," said Sri Mulyani at the DPD RI Committee I Working Meeting, Jakarta, Tuesday (26/1/2021).
Sri explained that the provincial governments of Papua and West Papua were incomplete and were late in providing reports on the use of the special autonomy funds.
He also said that it is difficult for the central government to monitor and evaluate Papua's special autonomy funds. Sri Mulyani gave an example, it is difficult to measure the long and medium term achievements.
"The difficulty in implementing monev is particularly related to the output of the special autonomy fund," said Sri Mulyani.
Sri Mulani also said that the budget absorption report had not recorded the actual results of the special autonomy achievement.
If there is a program report, Sri said the report shows that the special autonomy budget is not for the improvement program according to the special autonomy objectives.
"Even if there is, the funds have already been absorbed, but the absorption of the budget is not related to the output of improving the quality of welfare or reducing the gap to the national average," said Sri Mulyani.
Seeing this condition, the central government will cooperate with the Financial and Development Supervisory Agency (BPKP). This is to improve supervision and implementation of the realization of the correct use of the budget.
"We or the internal apparatus will involve BPKP by increasing supervision and strengthening synergies with ministries / agencies that carry out programs using the central government budget," said Sri Mulyani.
He will also formulate an effective monitoring and evaluation pattern so that Papua's Special Autonomy funds are right on target.
