Nemangkawi Task Force Confiscates 11 Weapons and 918 Ammunition in Papua
The Nemangkawi Law Enforcement Task Force confiscated 11 firearms and 918 rounds of ammunition in Papua Province throughout 2021. A total of 17 suspects were suspected of smuggling and possessing firearms and ammunition without a permit.
This was explained by the Head of the Nemangkawi Law Enforcement Task Force, Sr. Comr. Faizal Ramadhani in Jayapura, Monday (10/1/2022).
Faizal explained that the confiscation of 11 firearms was the result of the disclosure of five cases handled by the Papuan Police. Meanwhile, the finding of 918 rounds of ammunition was the result of confiscation from the disclosure of nine cases.
The disclosure of a total of 14 cases of smuggling and possession of firearms and ammunition was spread across a number of areas including Jayapura City, Jayapura Regency, Puncak Regency, Puncak Jaya Regency, Intan Jaya Regency, Keerom Regency, Yahukimo Regency, Mimika Regency, and Nabire Regency.
The results of the investigation revealed that a number of suspects were involved in a network of smuggling weapons and ammunition to the armed criminal group (KKB) which has so far spread terror acts in a number of districts in Papua. The suspects played a role in finding and buying ammunition from suppliers.
Throughout 2021 alone, there were 92 cases of KKB actions in five districts that caused security forces and residents to become victims. These five areas include Yahukimo, Bintang Mountains, Intan Jaya, Puncak, and Nduga.

Dozens of people died as a result of the KKB action, which included 4 members of the National Police, 11 members of the TNI, and 19 residents. There were also dozens of injured victims, namely 19 TNI members, 3 Polri members and 11 residents.
"The main objective of this effort to uncover cases of smuggling and possession of firearms and ammunition is to stop the KKB terrorism. Their actions have caused many victims, both security forces and civilians," said Faizal.
Faizal, who is also the Director of General Criminal Investigation at the Papua Regional Police, said that 17 suspects involved in these 14 cases were charged with the Emergency Law Number 12 of 1951 regarding the misuse of firearms and ammunition.
“Two of the 17 suspects are members of the National Police who were arrested in Nabire. The investigation of the two at the Papua Regional Police has been completed and has entered the prosecution stage in court," said Faizal.
He added that the Papuan Police would continue to strengthen surveillance in a number of areas prone to the smuggling of firearms and ammunition, such as Mimika, Nabire, Biak Numfor and Jayapura.
The Coordinator of the Complaint Services Section at the Representative Office of the National Commission for Human Rights (HAM) of Papua Province, Melchior Subhan Weruin, argued that the rise of firearms and ammunition smuggling cases also had an impact on the occurrence of 92 cases of KKB action in 2021. That number increased compared to 2020, which was 49 cases.
He assessed that there were a number of factors that caused firearms and ammunition smuggling cases to continue, among others, external supervision, especially in transit areas, was not optimal and internal control was still weak. As a result, there are still security forces selling ammunition and firearms.
From the Komnas HAM mapping, there are three entry points for the smuggling of ammunition and firearms into Papua. The three entrances are the border area of Papua and the state of Papua New Guinea, Sorong City, and Mimika City. The mapping is based on the results of Komnas HAM investigations in 2011 and 2018.
“A massive effort is needed to stop the smuggling of firearms and ammunition for these armed groups. Security officers who are found guilty must receive strict sanctions to provide a deterrent effect for other individuals," said Melchior.
