Good News Acting Governor of West Papua Struggles for 512 First Aids Appointed as Civil Servants
The West Papua Provincial Government continues to strive so that 512 honorary employees with the status of Government Employees with Work Agreements (P3K) can be accommodated as civil servants.
Acting Governor of West Papua, Komjen Pol (Purn) Paulus Waterpauw said hundreds of honorary first aid status have made a big contribution to the running of the provincial government so far.
The steps taken by the regional government together with the legislature are to formulate regulations as the basis for implementation.
This effort is in line with the spirit of special autonomy.
"This area has a specificity. So we arrange it there (Raperdasi)," said Waterpauw while leading the morning rally in the courtyard of the governor's office, Arfai, South Manokwari District, Manokwari Regency, Seni (18/7/2022) morning.
He explained that the regulation in question was a draft provincial regulation (Raperdasi) concerning the Appointment of First Aid to ASN within the Scope of the West Papua Provincial Government.
The regulation will be consulted with the Ministry of Home Affairs in Jakarta along with 20 other draft regional regulations.
"To get support, we need to formulate the rules," explained Waterpauw.
Separately, the Deputy Chairman of the Regional Regulations Formation Agency (Bapemperda) of the DPR West Papua, Syamsudin Siknun explained, hundreds of honorariums were entitled to an increase in status from honorary to civil servants. Because the service has been given for a long time.
"DPR took the initiative to propose a draft regulation on the appointment of honorary civil servants," said Syamsudin.
He acknowledged that the proposal was contrary to the normative rules of the law.
Nevertheless, the collaboration between the executive and the legislature is believed to produce positive results in order to fight for the rights of the local community.
"Everything can be done. We will try it first. It is the same with the revision of the Special Autonomy Law," said Syamsudin.
He continued, Bapemperda and a team from the provincial government are ready to argue when the draft regional legal product is consulted with the Ministry of Home Affairs.
"This is for the benefit of the people in West Papua," said this politician from the National Democratic Party (NasDem).
The chairman of the Special Autonomy Faction of the DPR for West Papua, George Karel Dedaida, hopes that the draft perdasi to accommodate 512 honorariums who are still in first aid status will run as expected.
He appreciated the provincial government for being willing to accept the initiative from the legislature.
It should be noted that the 512 regional honorariums received a Decree (SK) from the Governor of West Papua at the end of 2020.
As long as it has not obtained an Employee Identification Number (NIK), the local government is obliged to bear the burden of salaries allocated through the West Papua Regional Revenue and Expenditure Budget (APBD).
