KPK Finds Evidence of Use of Special Autonomy Funds by Lukas Enembe

Slowly but surely, the Pandora's box of the Lukas Enembe case began to open one by one, not only in relation to speculation about the source of money used for gambling, but also in relation to his position as Governor. The Papua region which in the last 20 years has received special autonomy policies (Otsus) has an impact on the amount of injection of funds received from the center to managers in local governments. It becomes something to be proud of but also dangerous if you are not able to manage and fall on the wrong person.

In total, the Special Autonomy funds provided by the government are around IDR 1,000 trillion, but it turns out that the funds were indicated to be used by Lukas Enembe to gamble in five countries. Quoting the statement of the Coordinating Minister for Political, Legal and Security Affairs, Mahfud MD that since 2001 or since the Special Autonomy Law was enacted, around 1000.7 trillion Rupiah has been disbursed for the development of Papua. Funds flowing during the reign of Luke Enembe reached more than half. These flows are official funds recorded in state documents under the Ministry of Finance. Seeing the amount of the special autonomy fund, it is questionable why Papuans remain poor. Moreover, the poverty that occurs in Papua causes residents to be angry with the central government. More than 20 years have passed, development in Papua also seems to be running in place. There are still districts or cities that have not been touched.

It is common knowledge that the Regents and Mayors of Papua have offices in Jakarta rather than in their regions. They are said to be busy looking for 'fun' rather than paying attention to the people in their area. One of the efforts to save Papua from the corrupt elite is to use Papuan educated people to provide more education so they can claim their rights.

The Special Autonomy Fund Polemic After Lukas Enembe Bears the Predicate of Suspect

Until now, the Central Government and the Papuan Governor's camp, Lukas Enembe, have argued with each other about the amount of special autonomy funds (otsus) disbursed for Papua. Special Staff to the Minister of Finance Yustinus Prastowo confirmed that so far the central government had disbursed a jumbo budget to Papua and West Papua. Fiscal support for Papua & West Papua is quite large. During 2002-2021, the Special Autonomy Fund & DTI reached Rp 138.65 trillion, TKDD amounted to Rp 702.30 trillion & K/L expenditures amounted to Rp 251.29 trillion. A total of IDR 1,092 trillion.

On the other hand, Luke Enembe's side denied Mahfud and Yustinus' accusations. Democratic Party official Andi Arief cited government data that the special autonomy fund disbursed since 2002 was only Rp138 trillion. Not Rp1,000 trillion as Mahfud said. The defense is allegedly an effort to avoid the pursuit of the use of funds and the realization that should be in line.

New facts also began to emerge when the KPK investigated the rental of a private jet used by Lukas Enembe to travel with his family. This information was obtained after the KPK examined the Director of Asia Cargo Airline, Revy Dian Permata Sari as a witness.

Luke Enembe's Health Condition Improves

A good news came regarding the health of the Governor of Papua, Lukas Enembe. Through the coordinator of his team of lawyers, Stevanus Roy Rening stated that the current condition of the Governor is getting better. It was stated that his medicine from Singapore had arrived three days ago, currently efforts are being made for the treating doctor to come to Jayapuran to check his health. Doctors from the KPK and IDI doctors are also said to be conducting an examination and then given recommendations for treatment in Singapore.

Papuan People Not to be Provoked to Defend Lukas Enembe

The consequences of the determination of Lukas Enembe as a suspect affect the wheels of government in Papua. To overcome this, based on Article 73 paragraph (1) of Law Number 23 of 2014 concerning Regional Government (UU Pemda) which stipulates that the President must temporarily dismiss governors who have been indicted in court related to cases of alleged corruption. The President will have to appoint the Acting Governor of Papua. If there is no deputy governor, as is the case in Papua today, the president appoints a new person as the acting governor. This is regulated in Article 86 Paragraph (2) of the Regional Government Law.

Former Commander of the Free Papua Operations (OPM) Lambert Pekikir admitted that the alleged corruption case that dragged the Governor of Papua, Lukas Enembe, received a lot of attention from the people of Cendrawasih. It is unfortunate that such acts of corruption were carried out in the midst of many Papuans who live in poor conditions. According to him, the Government's firm action in making efforts to forcefully pick up Lukas Enembe will not have an impact on the emergence of turmoil in the Papua region as a whole. Regarding the alleged OPM support for Lukas Enembe, the OPM is actually only fighting for an independent Papua. Another thing, with artificial OPM. Therefore, he asked the Government to take a firm stand against Lukas Enembe. He appealed to the governor to comply with the legal process. This is because Lukas Enembe has always spoken, addressed the Papuan people to become good citizens. So that then becomes a question, whether Luke's attitude of avoiding the legal process is evidence of being a good citizen or not.

Paoya traditional leader, Benhur Yaboisembut invites the public not to be provoked or involved in any form to defend corrupt officials, including Papua Governor Lukas Enembe. According to him, the KPK needs to be given the opportunity to examine the governor who is a suspect in the alleged gratification case. He appealed to the TNI and Polri to continue to be on alert and arrest groups that carried out provocations, so that the investigation of Lukas Enembe could proceed quickly.

Meanwhile, Papuan traditional leader Barnabas Nukuboy considered that the KPK had evidence that Papuan Governor Lukas Enembe had committed corruption. The Papuan people are aware of the determination of the suspect Lukas Enembe, because it was published directly by the KPK. According to him, no party is above the law. It was emphasized that all violations must be processed legally, especially violations related to the misuse of public budgets. Lukas Enembe must be legally responsible for his own actions in the corruption case and must not sacrifice the Papuan people as a shield.
