No Criminalization, Corruption Eradication in Papua Purely Legal Process



The development process in Papua has been going on since Indonesia's independence and the process was confirmed by resolution 2504 of the results of the Popular Opinion that was held on July 14 to August 2, 1969. Development was well carried out from 1970 until its 32nd year or in 2001, the Government of Indonesia program to accelerate the development of Papua through the Law on Special Autonomy for Papua. It also regulates the Special Autonomy funds for community development.

With the large amount of funds given by the Central Government to the Papuan people so far, it is still found that Papuan people have a low level of welfare, even in some areas they do not get a touch in terms of development. But on the other hand, it appears that there are many Papuan officials who appear glamorous and live luxuriously. Seeing this, it is indicated that there is corruption in the Papua Special Autonomy funds carried out by a number of elites so that the benefits are not felt by the Papuan people as a whole.

Corruption hinders Papua's development

The very large special autonomy fund is considered not to be able to fully improve the welfare of the Papuan people. In fact, this special autonomy fund makes a large contribution to the Papua regional budget (APBD). The Special Autonomy Fund is also a testament to the seriousness of the central government to improve the welfare of Papua, both in terms of physical and human resources (HR). Thus, there should be no corruption, misappropriation, or illegal levies in the distribution of Otsus funds to ensure the effectiveness of Papua and West Papua development programs.

If someone thinks that the Otsus fund program has failed, it is better to ask the Papuans who are given full authority to manage the funds. Because, if the funds are used properly by the Papuan regional government, it is believed that Papua will be much more advanced and prosperous. For this reason, the eradication of corruption in Papua must be carried out massively and decisively.

Law Enforcement Against Corruption

The hope of the Papuan people for the findings of corruption is of course law enforcement. The law should be enforced for the welfare of Papua. The Papuan people must not be apathetic and think that Otsus is not pro-people before an evaluation and investigation is carried out. The same legal treatment must be given to anyone who is proven to have committed fraud without allowing corrupt elites to hide behind the issue of local political upheaval.

It is known, a number of corruption cases have received judges' verdicts or are still in the investigation and investigation stage. For example, the corruption case of the Kingmi Mile 32 Church construction project, Mimika, Papua, was later related to the investigation by the Corruption Eradication Commission (KPK) against Papua Governor Lukas Enembe as a suspect in the alleged corruption case of gratification worth Rp. 1 billion.

The examination of Lukas Enembe is purely a legal process in handling corruption. Thus, it is very clear that there was no criminalization of Lukas Enembe. All leaders in the Land of Papua must be examined for their wealth, and if they are proven to be corrupt, strict action must be taken. If not, Papua will experience further setbacks due to the actions of the tie rats.

There should be no mercy for Lukas Enembe if he is indeed proven to have committed a crime of corruption. Lukas Enembe is just as heartless as he has betrayed trust and allowed his citizens to suffer.

Support the Eradication of Corruption

All Papuan people are united in supporting the legal apparatus, be it the police, prosecutors, judiciary, and courts, in eradicating corruption cases in Papua. They also urged the KPK to arrest unscrupulous officials within the Papuan regional government who are suspected of committing criminal acts of corruption. The public certainly hopes that there will be a big leap in handling corruption in Papua for the sake of guaranteeing people's welfare.

Corruption is the real enemy of development. The government, the private sector, political institutions and politicians, as well as the wider community need to see corruption as a common problem that must be continuously fought. Therefore, the public must report to law enforcement officials if they find indications of corruption by irresponsible persons.

It is hoped that the firmness of the legal apparatus and the Corruption Eradication Commission (KPK) will increase the effectiveness of the Otsus policy, which has been suspected to have been hampered by the behavior of a number of officials who have been proven to be involved in corruption cases.

Corrupt officials are considered the same as betraying the people, because they can hinder development and have a direct impact on people's welfare. Papua has a very rich nature, so it needs good management and away from corruption to make it can be enjoyed not only now but also in the future. All officials in Papua must be able to maintain the trust of the people.

If there are indications of Corruption, Collusion and Nepotism, the KPK and the Police will arrest them. Indeed, there will be many protests from the masses of concern or supporters but the law must still be enforced. The Papuan people support the eradication of KKN in the Land of Papua for the realization of peace and prosperity.
