The presence of the apparatus provides protection for the Papuan people



A number of mass organizations that are members of the Civil Society Coalition have accused the use of a security approach in handling problems in Papua again showing that efforts to resolve conflicts and respect for human rights are still poor. The use of this approach is considered to have implications for the increasing escalation of conflict. Meanwhile, the Commission for the Disappeared and Victims of Violence (KontraS) also highlighted a number of human rights violations in Papua involving the apparatus.

However, what they still 'turn a blind eye to' is that the presence of the security forces in Papua aims to suppress the movement and brutality of the Papuan Separatist Terrorist Group (KSTP), which if left unchecked will cause more losses, both in terms of material and the safety of the Papuan people. itself, resulting in daily activities in Papua being far from comfortable and always shrouded in fear.

Security Forces Bring Convenience and Protection to the Papuan People

A safe and peaceful situation is certainly the hope of everyone in Papua. For this reason, the government is always present through the TNI and Polri apparatus in order to create conduciveness in Papua so that all people can carry out their activities comfortably. That way, economic activities and the development process can run smoothly which will ultimately have an impact on regional progress and the welfare of its people.

The Papuan people have been greatly helped by the presence of TNI-Polri personnel. Because, not only maintaining security, these troops also often play a role in overcoming various difficulties experienced by the community, such as health problems, road construction, environmental hygiene, teaching in schools, to the agricultural sector which is a source of income for a number of residents in Papua.

The Government Promotes a Humanist and Comprehensive Approach

From the very beginning, the Indonesian government understood and realized that the Papua issue could not only be solved with a military approach. A comprehensive approach concerning education, health, and poverty alleviation is prioritized by the government to deal with problems in Papua. However, it is undeniable that there are dynamics developing in Papua, especially the repeated attacks by armed groups targeting public facilities to the killing of civilians and even those who work for humanitarian missions such as teachers, doctors, priests and religious teachers.

This dynamic, of course, cannot be ignored. However, the deployment of soldiers and police to Papua is not for the purpose of military operations. The security forces who went to Papua believed that they should “put the hoe in front, the weapon in the back”. That means, the welfare approach is number one. The arrival of the police in Papua will turn a difficult situation into an easy one, and then a poor condition into a prosperous one. All personnel also have a function to provide learning and distribute health assistance for Papuans.

Various legal instruments for advancing Papua are already available. Among other things, through Law no. 2 of 2021 concerning the Second Amendment to Law no. 21/2001 concerning Special Autonomy for Papua Province, Presidential Instruction (Inpres) Number 9 of 2020 concerning Acceleration of Welfare Development in Papua and West Papua Provinces, Presidential Decree (Keppres) No. 20 of 2020 concerning the Integrated Coordination Team for the Acceleration of Welfare Development in the Provinces of Papua and West Papua Provinces, and the latest are the three New Autonomous Regional Laws (DOB).

Welfare development in Papua is directed at the transformation of special autonomy which is focused on five acceleration frameworks. Broadly speaking, it includes accelerating the development of superior, innovative, and characterized human resources, accelerating economic transformation and development, accelerating basic infrastructure development, improving and preserving the environment, and accelerating bureaucratic reform.

In this regard, the government through the Coordinating Ministry for Political, Legal and Security Affairs together with the MPR RI have agreed to make conditions in Papua and West Papua more conducive by strengthening the emotional humanist approach through Papuan community leaders. The involvement of community leaders will be very appropriate to bridge and help socialize various work programs that have been carried out by the central government to the Papuan people.

KSTP Real Human Rights Violators

Security in Papua, which continues to be disturbed by the KSTP, has been a problem for a long time. In fact, the group's attacks are increasingly brutal and indiscriminate in destroying peace on Earth of Cenderawasih. So it is not wrong if the Indonesian people believe that the perpetrators of gross human rights violations so far are KSTP. Thus, the assumption that officials violate human rights in Papua is only a biased opinion from certain groups.

Law enforcement against KSTP must be done firmly because they are indeed guilty of committing crimes and other crimes. Moreover, his actions not only once or twice, but many times. The parties who were attacked were not only security forces but also civilians, so KSTP must be dealt with firmly for the security of the Papuan people.

The TNI-Polri have full support for law enforcement on Earth of Cendrawasih, in particular taking firm action against KSTP so that Papua will always be peaceful. Violation of human rights is a major and natural case if the punishment is maximum, with the intention of creating a deterrent effect for other members. The Papuan people are united in their support if there are KSTP members who receive strict action so that there will be no more violations of human rights in the beautiful Land of Papua.
